The primary mission of the Department of Homeless Services (DHS) is to provide shelter to homeless individuals and families, as well as to transition homeless families out of the shelter system. DHS operates "drop-in centers", which provide meals, laundry facilities and other services to homeless individuals and families. DHS also funds homelessness prevention programs and a rental assistance program that subsidizes housing costs for people moving from the shelter system to permanent housing. DHS estimates that 3,300 individuals remained unsheltered in New York City in 2008, down from an estimated 3,755 unsheltered individuals in 2007.
