This program solely funds the roadbed material that covers Fresh Kills Landfill in Staten Island as the City continues its closure process. The budget allows for costs for receiving and processing roadbed material that will cover Fresh Kills. Because the closure of Fresh Kills is almost complete, this program will likely be phased out in the next financial cycle. The rest of the closure of Fresh Kills is funded through the Waste Disposal and Export Program.
