What your money funds:
This program is responsible for funding employment services that increase employment skills and opportunities to move Public Assistance clients to self-sufficiency. In FY08, 802,000 cash assistance clients were placed into employment in some manner. 80.6% of these people retained employment for 180 days after placement.
- Business Link: In partnership with the NYC Center for Economic Opportunity, HRA/DSS implemented the City Hiring Initiative to increase the number of qualified Public Assistance recipients hired by City agencies. Business Link is a way for employers to reach job seekers who are receiving financial assistance. The service provides prescreening of resumes and applicants for both municipal and private sector jobs. HRA's employer incentive program rewards employers with vouchers for investing in these clients. Business Link currently achieves a 44% hiring rate.
- Back to Work program: includes Citywide contracts with community based employment and training organizations to provide job readiness training, placement services and vocational training to applicants and recipients of cash assistance.
- BEGIN (Begin Employment Gain Independence Now): a collaborative effort between HRA and education and training providers that offers a coordinated program of employment preparation to support the efforts of cash assistance recipients making the transition to employment.
- The Work Experience Program (WEP): designed to provide a simulated work experience to individuals receiving cash assistance. Through this program, an employable individual is assigned to work for his/her cash assistance and food stamp benefits at NYC government agencies or private agencies throughout the City.
- TEAM TAG (Training Approval Group): HRA's Office of Training Evaluation and Monitoring provides services for HRA TANF/SN participants who express an interest in training and also maintains the oversight responsibilities related to monitoring the participants' performance and the performance of the providers of these programs. The Training Evaluation and Monitoring (TEAM) program is responsible for the research and development of all available education and vocational training programs and support services for the cash assistance population.
