This program is responsible for providing support to all areas of the child welfare process, including ACS services for preventative care and foster care.
- Preventive services are designed to ensure that children remain safe in the home and to prevent children from entering foster care. When ACS receives a report of child abuse or neglect from the State's hotline (the New York State Central Register), an ACS caseworker goes to the family's home to investigate the claim, and if validated, will refer the case to the appropriate program within ACS, such as foster care services. ACS currently provides foster care services to 17,000 children.
- The Employment Initiatives Program provides direct referrals, counseling services, as well as technical support to youths to help them find employment opportunities.
- The G.A.T.E. (Gaining Access Through Education) program, which includes the pre-college and college program, was created by the Office of Youth Development to increase the number of youth in care who successfully complete high school and/or post-secondary education.
